Applicants have the right to appeal the decision of a Local Program Administrator within (20) business days of receipt of notification that the application was awarded or denied. The deadline for appeals based upon a missed deadline was Monday, July 15, 2019.
A three-member Appeals Committee will consider appeals and all decisions shall be final. The Appeals Committee is the sole arbiter in interpreting the intent and implementation of the Program and related guidelines.
All appeals must be submitted in writing with an explanation as to the basis for reconsideration. A copy of the award or denial letter, and documentation supporting the Applicant’s claim should be included. The appeal will be decided based on the submitted written record. No hearings will be held. Appeals cannot be accepted by phone.

New York State Homes and Community Renewal has made available up to $15 million in funds to support homeowners that have been affected by the severe flooding along Lake Ontario and the St. Lawrence River.
The program seeks to offer recovery assistance for which insurance or other disaster recovery assistance is either not available or insufficient, providing up to $50,000 for homeowners to support interior and exterior repairs to structural damage caused by flooding, as well as the repair or replacement of permanent fixtures.
How to Apply
The online application can be filled out at your computer. You then need to print it out, sign it and send it to our office. You can submit your application and attachments via fax, email, postal service, or by stopping into our office. The last day to submit an application is:
Friday, September 29, 2017 by 5:00 PM.
Homeowners seeking assistance are also encouraged to gather documentation to prepare for participation with the selected municipalities and not-for-profit organizations. Specifically, the following documents should be gathered:
– Proof of ownership;
– Insurance claims and supporting documentation;

Eligible Activities
Funds will reimburse homeowners for interior and/or exterior repairs to structural damage caused by the floods, and other related costs, as well as for the repair and/or replacement of permanent fixtures. Eligible activities include but are not limited to the repair or replacement of foundations, septics, electrical systems, mechanicals, insulation, and drywall.
Eligible Recipients
Property owners who occupied the property as their primary residence at the time of the flood are eligible for assistance.
Those with second homes seeking assistance must have an annual income at or below $275,000 to be eligible.
